Historic Seattle's goal was to create housing in the Pioneer Square area at a time when no housing existed in the district. In 1985, Historic Seattle purchased the building, undertook a portion of the renovation and provided financing assistance. Thomas Downey and Associates was project architect. The property was sold with Historic Seattle subordinating its underlying property interests.

The building mixes moderate-income residential apartments with retail space on the ground floor, adjacent to Waterfall Garden. It was the first housing demonstration project in the Pioneer Square Preservation District.
